Background
The U.S. Navy Explosive Ordnance Disposal (EOD) requires instructional support and training services in the delivery of the parachute course of instruction (COI) due to the current capacity deficit at Department of Defense (DOD) military free fall (MFF) training sites. The objective is to establish an indefinite delivery indefinite quantity (IDIQ) contract for MFF support services, with a two-year ordering period and an additional option for a six-month ordering period pursuant to.

Work Details
The contractor is required to work closely with the designated Course Director (CD) and Contracting Officers Representative (COR) assigned by Commander, Explosive Ordnance Disposal Group TWO (COMEODGRU TWO), Virginia Beach, Virginia. The contractor shall provide fully qualified Accelerated Free Fall Instructors (AFFI), parachute riggers, contractor personnel capable of providing instructional support, parachute rigging / quality assurance inspection (QAI), and training services associated with the delivery of the COI. The MFF course will consist of 20 instructional days within a 26-day period for DOD personnel, including three weather days and corresponding weekends available for extreme circumstances.
The most suitable location to conduct the MFF COI will be Arizona due to its temperate climate allowing for at least 300 jump days per year. Additionally, the contractor will be required to support the implementation of a new parachute system, retraining and certifying all impacted contractor personnel on the MT-3/4 Military Javelin (MJ) Parachute System.
