SOURCES SOUGHT NOTICE

Military Food Service Contracting at Training Center (TRACEN) Cape May, NJ

This is not a solicitation announcement. This is a Sources Sought Synopsis only pursuant to FAR Part 10, Market Research. It does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB), nor does it restrict the Government as to the ultimate acquisition approach. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The purpose of this sources sought synopsis is to gain knowledge of commercially available products/services that may be of interest to the United States Coast Guard (USCG) as described in the attached Statement of Work (SOW). Responses will assist the Government in determining the appropriate acquisition strategy, including whether a set-aside is appropriate.

This procurement is subject to the Randolph-Sheppard Act (RS-Act), 20 U.S.C. 107, Operation of Vending Facilities and 34 CFR 395.33, Operation of Cafeterias by Blind Vendors, which establishes a priority for blind persons recognized and represented by the State Licensing Agency (SLA). This notice is not designed to discourage competition, rather, it notifies all potential Offerors that the priority established by the RS-Act for proposals received from SLAs and their blind vendors is applicable to this procurement.

Requirement: USCG LOG-95/TRACEN Cape May, has a requirement for military food services for the TRACEN Cape May Dining Facility in Cape May, NJ. This requirement is for all food, personnel, management, supervision, materials, supplies, transportation and other items or services (except as stated herein) necessary to provide full food service, in accordance with all terms and conditions in the contract. This requirement for Full Food Services has an anticipated starting date of April 1, 2026, for a base year with four 12-month option periods, for a total contract duration not to exceed 60 months.

Contractor tasks shall include but are not limited to, the following: Dining Facility Management; cooking; food preparation, stocking, serving, and replenishing; cleaning facilities, equipment, and utensils; preparing vegetables and fruits for the salad bar; bussing tables in specified dining areas; performing cashier services as needed; maintaining quality control; and ensuring minor operator maintenance food service equipment manner.

Anticipated NAICS Code/Size Standard: The applicable NAICS Code is 722310, Food Service Contractors Size Standard $47.0, Size Standard.

Submission of Information: To assist the Government in its market research efforts, interested vendors are encouraged to provide the following:

  1. Rough Order of Magnitude (ROM) cost estimate for the potential work described herein. The ROM should be non-binding and intended for planning purposes only. Please include the following in your submission:
  • High-level cost estimate (ROM)
  • Assumptions or basis used to develop the ROM
  • Any comments on potential cost drivers, risks, or efficiencies
  1. Company Capability Statement - capability statement that explains what type of work your company has experience performing. Please provide information on whether your company can fill all of the requirements described above or if only interested in a portion of the requirement outlined above. If only interested in a portion, please be specific on what services identified above are applicable. Also, please be sure to list the following:
  • Company name, UEI number, CAGE code, and business size classification (e.g., Small Business, 8(a), SDVOSB, HUBZone, etc.)
  • A summary of relevant experience and capabilities related to the described requirement
  • A list of recent, relevant contracts (within the last 3 5 years), including contract number, period of performance, scope, and customer

Background
The United States Coast Guard (USCG) is seeking to acquire military food services for the Training Center (TRACEN) located in Cape May, NJ. This requirement aims to provide comprehensive food service operations that meet the nutritional needs of Coast Guard personnel, including recruits and permanent party staff. The contract will encompass all necessary resources, including food, personnel, management, and equipment, to ensure full food service operations at the dining facility.

Work Details
The contractor will be responsible for a variety of tasks including: managing the dining facility; cooking and preparing food; stocking and serving meals; cleaning facilities and equipment; preparing vegetables and fruits for salad bars; bussing tables; performing cashier services as needed; maintaining quality control; and ensuring minor maintenance of food service equipment.

The dining facility serves three meals a day, 365 days a year, catering primarily to military recruits in training but also accommodating other personnel. Special boxed meals will be provided for recruits during training missions and meals delivered to an adjacent medical facility. The contractor must comply with federal, state, and local laws regarding food safety and sanitation.

Period of Performance
The anticipated period of performance begins on April 1, 2026, with a base year followed by four optional 12-month periods, totaling a maximum duration of 60 months.
