Background
The Norfolk Naval Shipyard (NNSY) is issuing this solicitation for a Military Construction Project (MILCON) P732, which focuses on the Design-Bid-Build of Electrical Distribution System Upgrades specifically at the Gosport Substation in Portsmouth, Virginia.

The goal of this contract is to enhance the electrical infrastructure to support operational capabilities.

Work Details
The contractor will be responsible for several key tasks including:
1. Replacing primary power service transformers and distribution switchgear to increase total system capacity to 168 MVA with three primary transformers.
2. Modernizing the existing electric supervisory control and data acquisition (SCADA) system.
3. Replacing and upgrading the existing Dominion Gosport Industrial Transformers, circuit breakers, and relay control house with new SO transformers and equipment.
4. Installing a climate-controlled, pre-engineered stainless-steel switchgear house on an elevated platform at the Gosport Tie Station.
5. Connecting primary feeders to Backbone Ductbank.
6. Demolishing Building 1532 (53 m² switch/substation facility) and Building 1702 (155 m² switch/substation facility).
7. Executing two microtunnel railroad crossings for electrical ductbanks.
