Mikajy (Site-based Interventions for Biodiversity Conservation) Program

This activity will address the drivers of key threats to biodiversity within the selected geographic priority zones or selected targets of opportunity, improve community-based natural resource management capacity, enhance human well being near protected areas and areas of High biodiversity Value, and secure natural resource tenure and property rights for natural resource dependent communities. This activity will support site-based interventions that foster improved community-based biodiversity conservation, enhanced climate resilience, and more sustainable development approaches for natural resource-dependent communities while also ensuring that programmatic interventions complement and support other activities under USAID/Madagascar's Conservation and Communities Project (CCP).

Background
The U.S. Agency for International Development (USAID) Mission in Madagascar is seeking proposals from qualified US and non-US organizations interested in providing technical assistance and services as described in this solicitation. This procurement will be conducted through full and open competition, for which the procedures for 'contracting by negotiation, trade-off process' as set forth in the Federal Acquisition Regulation ('FAR') Part 15 will govern. USAID/Madagascar intends to award a cost-plus-fixed-fee (CPFF) completion type contract for a period of five (5) years from the date of award. The cost range is $20-23.5 million.

Work Details
The purpose of this contract is to address the drivers of key threats to biodiversity within the selected geographic priority zones or selected targets of opportunity, improve community-based natural resource management capacity, enhance human wellbeing near protected areas and areas of High biodiversity Value, and secure natural resource tenure and property rights for natural resource dependent communities.
Through this contract, USAID will support site-based interventions that foster improved community-based biodiversity conservation, enhanced climate resilience, and more sustainable development approaches for natural resource-dependent communities while also ensuring that programmatic interventions complement and support other activities under USAID/Madagascar’s Conservation and Communities Project (CCP). The Contractor shall perform the services detailed under Section C of this solicitation.

Period of Performance
The expiration date of the period of performance is five years from the effective date of this contract.

Place of Performance
The place of performance under this contract is Madagascar as specified in Section C of this contract.
