Description

SOLICITATION N3220525R4038 IS HEREBY RELEASED. SEE ATTACHED DOCUMENTS.

Background
The Military Sealift Command Norfolk, Strategic Sealift Program Support Office is issuing this solicitation for a tanker voyage charter to support its mission of providing strategic sealift capabilities.
The goal of this contract is to secure a vessel capable of transporting a minimum of 230,000 barrels of JP5 fuel from Jebel Ali, UAE to multiple discharge ports including Diego Garcia, Guam, and Yokosuka, Japan.

Work Details
The contractor shall provide one clean, approved U.S. or foreign flag double-hull tanker with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT) capable of carrying a minimum of 230,000 barrels of clean product (JP5).
The vessel must meet specific requirements including:
1. Acknowledgment of classified requirements and submission for review within one business day.
2. Compliance with health and safety regulations regarding crew access during port visits.
3. Participation in the Ship Inspection Report (SIRE) System with a current Q-88.
4. Vessel age and inspection details must be provided.
5. Maximum dimensions: LOA not exceeding 200.24 meters and DWT not exceeding 40,000 MT.
6. Submission of a vessel stowage plan demonstrating the ability to load JP5 with a maximum draft of 11.20 meters.
7. Provision of various certificates including Safety Management Certificate and International Ship Security Certificate.
8. Confirmation that the vessel will be in a clean, gas-free condition upon arrival at the load port for inspection.
9. Compliance with reporting requirements including position/status reports every six hours and pre-arrival notifications for all ports.

Period of Performance
The period of performance for this contract will commence on March 10, 2025, with laydays cancelling on March 11, 2025.

Place of Performance
The primary place of performance will be Jebel Ali, UAE for loading operations followed by discharge at Diego Garcia, Guam, and Yokosuka, Japan.
