Description

SOLICITATION N3220525R4091 IS HEREBY RELEASED. SEE ATTACHED DOCUMENTS.

Background
The Military Sealift Command Norfolk, specifically the Strategic Sealift Program Support Office, is issuing this solicitation for the Middle East Tanker Voyage Charter. The goal of this contract is to secure vessel(s) capable of meeting specific transportation requirements for military fuel products, primarily JP5 and F76. This acquisition is being conducted under Simplified Procedures for Certain Commercial Products and Services.

Work Details
The contractor will provide one clean, approved U.S. or foreign flag, double-hull tanker with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT) capable of carrying a minimum of 270,000 barrels of clean product (JP5 and F76). The vessel must meet several specifications including:

- Must be a party to the Ship Inspection Report (SIRE) System with a Q-88 dated no earlier than 60 days prior to offer submission.
- Maximum Length Overall (LOA) of 243 meters, maximum beam of 50 meters, and maximum deadweight tonnage (DWT) of 120,000 MT.
- Must have a stowage plan demonstrating the ability to load specified quantities of JP5 and F76 with a maximum draft of 11.20 meters.
- Provide current safety management and security certificates.
- Confirm vessel readiness for internal tank inspection upon arrival at the load port in Salalah, Oman.
- Maintain compliance with all MSC reporting requirements including position/status reports every six hours.

Period of Performance
The period of performance will commence on 27 June 2025 and will conclude on 28 June 2025.

Place of Performance
The contract will be performed primarily at Salalah, Oman for loading and subsequent discharging at Diego Garcia, Fujairah UAE, and Jebel Ali UAE.
