Mid-Endurance Unmanned Aircraft Systems (MEUAS) Intelligence Gathering, Target Surveillance, and Reconnaissance (ISR) Services (MEUAS II)

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued as Market Research, solely for information and planning purposes. It shall not be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), Request for Proposal (RFP), or as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. It is being issued to identify potential sources that may possess the expertise, capabilities and experience to meet the requirements identified as well as to seek industry input on draft RFP documents. Any response to this synopsis will be treated as information only. The Government will not reimburse contractors for their costs (direct or indirect) related to the submission of any information, documentation or data in response to this synopsis. The information provided may be used by the US Special Operations Command in developing a strategy and finalizing the RFP for this requirement. Any information provided to the Government as a result of this sources sought notice is voluntary. Responses will not be returned.

The US Special Operations Command has a follow-on requirement for world-wide Mid-Endurance Unmanned Aircraft Systems (MEUAS) Intelligence Gathering, Target Surveillance, and Reconnaissance (ISR) Services (MEUAS II). Full and open competition procedures are planned contemplating award of two five-year Indefinite Delivery Quantity (IDIQ) contracts. It is anticipated that this requirement will be solicited under NAICS 541330 with a Small Business Size Standard of $27.0M average annual receipts. Release of the formal RFP is anticipated for 6 December 2010 with award by 1 April 2011.

A draft PWS, draft Section L and draft Section M are being posted to seek industry feedback prior to finalizing the Request For Proposal (RFP). Questions, comments, issues, suggestions and recommended changes should be submitted as soon as possible but no later than Wednesday, 3 November 2010. All correspondence relating to this Request For Information shall be submitted electronically to dianne.ohlandt@socom.mil with an information copy to danita.brewster@socom.mil. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Interested parties should identify whether they are interested as a prime contractor or a subcontractor. In addition, respondents should identify their business size if expressing interest in this upcoming acquisition.

Explicit Access is required for the draft PWS, draft Section L and draft Section M, as well as any future documents related to this planned acquisition. Interested parties should be registered in the Central Contractor Registration (CCR) (go to www.ccr.gov to register) database before requesting access.
