Notice of Intent for Sole Source Award

This is a notification that the Missile Defense Agency (MDA) intends to award a sole source cost-plus-fixed-fee contract entitled Microwave Technology Testbed to the Raytheon Company (Raytheon), 1300 Eubank Blvd. SE, Albuquerque, New Mexico under contract no. HQ0860-20-C-0010. MDA intends to execute this $9,900,000 contract to mature a non-kinetic defense capability that supports very long range and extreme power levels, accelerate lethality analysis, and procure long-lead items for the testbed. This effort will include refinement of a baseline design, advanced technology insertion evaluation, and test planning and preparation to support future phases for integration of the MDA HPM Testbed. The period of performance for this contract is 15 months. The statutory authority for the intended contract is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements.

The associated North American Industry Classification System code for this procurement is 541715 with a size standard of 1,000 for small business subcontracting opportunities.

This notice serves two purposes: 1) request for information as required by DFARS PGI 206.302-1(d); and 2) notice of proposed contract action as required by FAR 5.201. This notice is not a request for proposals. Any information received as a result of this notice will be considered for enhancing market research associated with the proposed contract action as well as future associated procurements. The Government will not pay nor issue a response for any information submitted. All responses must be received no later than 19 June 2020 at 12:00 pm MT and submitted via email to both contracting POCs listed below. No telephone inquiries will be accepted.
