It is the responsibility of potential Offerors to monitor the GPW for additional information pertaining to this requirement.

Field Service Representative services (Operation and Maintenance) for the Microwave Line of Site assets in Kuwait, Iraq, Syria, and other areas in the CENTCOM areas of responsibility. The Government has a continous need for operations, maintenance, logistics and training services to support existing Microwave Line of Site (MLOS) communication transport.

The MLOS program is designed to provide and sustain cutting-edge technologies that empower warfighters to maitain a strategic advantage over incrasingly sophisticated adversaries.

Requiremnt summary. The Government is currrently in the planning [phase of the re-compete for a non-personal services contract to provide Field Services Representative (FSR) Support for Microwave Line of Sight (MLoS).

Background
The Army Contracting Command – Aberdeen Proving Ground (ACC-APG) is seeking to establish a non-personal services contract for Field Service Representative (FSR) support for the Microwave Line of Sight (MLOS) program.

This initiative aims to provide and sustain advanced technologies that enhance the operational capabilities of U.S. military forces, ensuring they maintain a strategic advantage over increasingly sophisticated adversaries. The MLOS program is crucial for facilitating secure and reliable communication across various platforms in dynamic environments, supporting service, joint, interagency, and coalition operations.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform MLOS FSR Support as defined in the Performance Work Statement (PWS).

Key tasks include:
1. Operations and maintenance of existing MLoS systems.
2. Logistics support and training for current MLoS systems.
3. Conducting market and technology assessments of the current MLoS system.
4. Implementing technology refreshment initiatives to improve reliability and performance of the MLoS system.
5. Assisting in engineering Information Technology Communication (ITC) solutions.
6. Ensuring seamless access to Intelligence, Surveillance, and Reconnaissance (ISR) assets across classified and unclassified networks.
7. Delivering comprehensive reports on operational assessments, financial analyses for long-term maintenance, technology application studies for collaborative missions, and other required outputs as specified by the Government.

Period of Performance
The period of performance will be one base year of 12 months with four additional 12-month option years: Base Year from 01 Oct 2025 to 30 Sep 2026; Option Year I from 01 Oct 2026 to 30 Sep 2027; Option Year II from 01 Oct 2027 to 30 Sep 2028; Option Year III from 01 Oct 2028 to 30 Sep 2029; Option Year IV from 01 Oct 2029 to 30 Sep 2030.

Place of Performance
The primary place of performance is Combined Joint Task Force – Operation Inherent Resolve (CJTF-OIR) Headquarters at Camp Arifan, Kuwait. Support may also be deployed to various forward locations including Iraq, Jordan, Kuwait, and Syria.
