Requirement Summary. The Government is currently in the planning phase of the re-compete for a non-personal services contract to provide Field Service Representative (FSR) Support for Microwave Line of Sight (MLoS).

Background
The Government is in the planning phase for a re-compete of a non-personal services contract to provide Field Service Representative (FSR) Support for Microwave Line of Sight (MLoS).

The MLoS program delivers and sustains advanced technologies that enable U.S. warfighters to maintain a vital edge over rapidly evolving enemies by developing and integrating deployable advanced signal options for communication and data across multiple technologies. This ensures immediate access to telecommunications infrastructure across the battlefield in a highly mobile setting, supporting operations within service, joint, interagency, and coalition environments.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services necessary to perform MLoS FSR Support as defined in this Performance Work Statement (PWS).

Key objectives include:
- Operations, maintenance, logistics, and training supporting current MLoS systems;
- Conducting market and technology assessments;
- Implementing technology refreshment to improve reliability and performance;
- Ensuring access to Intelligence, Surveillance and Reconnaissance (ISR) assets across classified and unclassified networks;
- Maintaining system readiness with minimal logistical support;
- Developing a Quality Control Program;
- Providing detailed project management plans including deliverables and timelines;
- Operating and maintaining the deployed MLoS System;
- Managing configuration control documents;
- Conducting operational assessments;
- Delivering required outputs such as reports and presentations on time.

Period of Performance
The period of performance includes one Base Year of 12 months followed by three 12-month option years and one seven-month option year.

Place of Performance
The work will be performed at The Combined Joint Task Force - Operation Inherent Resolve (CJTF-OIR) Headquarters at Camp Arifjan, Kuwait.
