Background
DARPA’s Microsystems Technology Office (MTO) issued Broad Agency Announcement HR001120S0018 seeking revolutionary research ideas for topics not addressed by ongoing MTO programs or other published solicitations.
Awards may be made via procurement contracts, grants, cooperative agreements, or Other Transactions to support early-stage research under budget categories 6.1, 6.2, and 6.3.

Work Details
The Statement of Work requires proposers to demonstrate understanding of the state of the art and justify feasibility. They must define technical tasks and subtasks in plain English including objectives, approaches, responsible organizations, completion criteria, and deliverables. Identify any on-campus university work and specify separate statements of work for each Phase and each subcontractor or consultant.
Proposers must provide a schedule with measurable milestones and deliverables. They must identify option tasks if portions can be partitioned for funding and list due dates. They must describe expected results, products, and technology transfer plans.
Proposers must address mitigation of life-cycle and sustainment risks and intellectual property considerations. A risk analysis and mitigation plan is required with a risk matrix assigning likelihood and impact scores (1–10). Mitigation plans are required for any total risk exceeding 40.
The teaming and management plan must describe formal teaming arrangements and include an organization chart. For each person, provide name, affiliation, roles and responsibilities, percent effort, and relevant expertise and accomplishments. A one-page National Security Impact Statement must summarize contributions to U.S. national security and transition plans to U.S. applications and industry.
The statement must include any foreign transition plans and explain how employees will be enabled to participate in the U.S. national security environment. Proposers must describe facilities and equipment for prime and subcontractors. Optionally, proposers may participate in the DARPA Embedded Entrepreneur Initiative by including a hypothesis for technology transition.
They may separately cost tasks for go-to-market strategy activities such as cost modeling, end-user engagement, market analysis, competitive analysis, techno-economic analysis, manufacturing and scale-up strategy, IP securement strategy, and financial planning.

Period of Performance
Awards are expected to start approximately 120 calendar days after proposal submission. Periods of performance vary by project and instrument type. Assistance instruments under $500,000 are limited to 12 months. They may include base and option periods as specified in individual proposals.

Place of Performance
Performance locations are those proposed by awardees, including prime contractor, subcontractor, consultant facilities, and any on-campus university sites for defined on-campus tasks.

Bidder Requirements
If submitting classified information, proposers must have or obtain a cognizant security agency approved facilities, information systems, and personnel cleared at the proposed classification level. IA/Cybersecurity staff must meet DoD Manual 8570.01-M requirements under a DD Form 254.
Proposals must include detailed senior and key personnel information including name, affiliation, degrees, roles, percent effort, qualifications, current and pending support, and an organization chart.
Consultants require a statement of work and a signed agreement with verified loaded rates.
Other Transaction requests must include a Milestone Plan with descriptions, exit criteria, due dates, payment schedules, and data rights for each deliverable.
