The objective of the MINSAV effort is to acquire the design and fabrication of commercial and government developed sensor (signal) generation and processing technologies to enhance the US commercial microelectronics ecosystem and align commercial development with DoD needs to maintain US technological superiority in warfighting capability.

Experimentation under the MINSAV ARA will construct prototype systems that demonstrate microelectronics capabilities that yield technical offset for DoD related autonomous, artificial intelligence, position navigation and timing, electronic warfare, data processing, spatial / spectrally agile, and strategic applications.

Background

Work Details
As a result of the 2021 Annual Review of the MINSAV ARA, the following changes are hereby effective: - ARA Paragraph 5(a) updated to allow Program Security Classification up to TS/SCI level. Solicitation DD Form 254 will be released as an attachment to each new call posted. Updated MINSAV Statement of Objectives entitled 'Microelectronics Innovation for Next-generation System Advancement and Validation (MINSAV)', dated 27 January 2022. The updated SOO includes Top Secret/SCI work as a logical extension to the unclassified work previously included in the SOO. Any contracts awarded off this ARA shall include the following clauses in addition to those already included in the Model Contract: (NOV 2020)
