Description

Background
This solicitation is issued by the U.S. Coast Guard (USCG) as a combined synopsis/solicitation for commercial items prepared in accordance with applicable regulations. The goal of this contract is to procure various spare parts for the MH-65E aircraft, ensuring safety and compliance with Federal Aviation Administration (FAA) guidelines. The agency aims to maintain operational readiness and safety for aircrew by sourcing airworthy parts from qualified vendors.

Work Details
The contract encompasses the delivery of up to 383 Contract Line Item Numbers (CLINs) related to spare parts for the MH-65E aircraft. Key requirements include:
- All parts must be new and approved, adhering to FAA guidelines.
- Vendors must provide a Certificate of Airworthiness (FAA 8130 preferred) or equivalent certification.
- Traceability to the Original Equipment Manufacturer (OEM) is required, with no more than two exchanges prior to delivery to USCG.
- Alternate parts may be authorized if they meet NATO catalog standards and are approved by SRR Engineering prior to contract award.
- NO SUBSTITUTE PARTS WILL BE CONSIDERED. Only new parts will be accepted.

Period of Performance
The anticipated period of performance is five years, consisting of one one-year base period and up to four one-year option periods.

Place of Performance
The products will be delivered to locations designated by the U.S. Coast Guard.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent and/or closely related prior contract history for MH-65E spare parts supply. Prior awards under similar “various spare parts utilized on the USCG MH-65/MH-65E aircraft” requirements were made to Airbus Helicopters ($2,102,736; 70Z03822DB2000005), B & B Marketing Enterprises LLC ($730,700; 70Z03822DB2000019), Zenith Aviation ($586,915; 70Z03822DB2000008), and Ineo Global Support (e.g., $285,979; 70Z03821DB2000006), with these efforts covering procurement and delivery of FAA-approved/new components with OEM traceability and required airworthiness/conformance documentation. The described scope aligns closely with a continuation of the same fleet support function—sourcing and supplying aircraft spare parts for maintenance/repair/overhaul—rather than a new type of work.
