Background
This solicitation is issued by the United States Coast Guard (USCG) for the repair of components utilized on the MH-65 helicopter, specifically focusing on the front right-hand fuel tank. The goal of this contract is to ensure that these critical components are maintained to meet operational standards, particularly given their use in search and rescue missions around saltwater environments where corrosion is a concern.

Work Details
The contractor is required to perform the following tasks:

1. Repair of the front right-hand fuel tank (NSN: 1560-14-516-1081, Part Number: 704A44-500-071).

2. Conduct a test and evaluation upon receipt of components to determine their condition, marking them as Ready for Installation (RFI) or Non-Ready For Installation (NRFI).

3. Provide a failure data report with each returned component, detailing specifications and repair failures.

4. Work must be performed at the contractor's facility or an approved USCG facility, with all necessary test equipment provided by the contractor.

5. Access to required specifications and documents is mandatory for compliance with OEM standards.

6. Maintain a quality system compliant with ISO 9001 or AS9100 standards, ensuring all inspections and tests substantiate conformity to government requirements.

7. Components must be airworthy and suitable for installation on USCG aircraft, tagged appropriately with serviceable condition codes.

Period of Performance
The work is expected to be completed within ninety (90) calendar days after receipt of components for repairs and within fifteen (15) calendar days for test and evaluation.

Place of Performance
Work will be performed at the contractor’s facility or a USCG approved facility.

Bidder Requirements
Bidders must maintain certifications such as FAA or EASA Part 145 Certified Repair Facility status, or equivalent approvals from USCG SRR Engineering for component repairs throughout the duration of the purchase order. Contractors are also required to provide documentation reflecting ownership history of parts and maintain records of conformance available for review.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a closely related prior contract for the same end item, with Floats & Fuel Cells identified as the awardee on contract 70Z03826PF0000169 (value $68,520) for “repair of fuel tanks for use on the MH-65 aircraft” during 03/05/26–04/29/26. The current RFQ similarly requires repair of the MH-65 front right-hand fuel tank (NSN 1560-14-516-1081, part number 704A44-500-071), along with receipt testing/evaluation and failure data reporting. The overlap in aircraft platform and fuel tank repair scope suggests the work is a continuation or follow-on of the same type of maintenance activity.
