Description

The Naval Air Systems Command (NAVAIR) awarded a follow-on Firm Fixed Price (FFP) Delivery Order N0001922F1172 under Basic Ordering Agreement (BOA) N00019-19-G-0029 to Lockheed Martin Rotary and Mission Systems (LM RMS), Owego, New York, for the procurement of Very High Frequency Omni-Direction Range/Instrument Landing System (VOR/ILS) Retrofit Kits in support of the United States Navy (USN) MH-60R/S aircraft. The deliveries shall occur April 2023 through March 2024 with the option to deliver through December 2025 via Option CLINs.

This action is awarded on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) under the authority permitting other than full and open competition, Title 10, U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." LM RMS is the sole designer, developer, systems integrator, and manufacturer of the MH-60R and MH-60S aircraft and weapon system and, as such, is the only source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, test equipment, experience, and technical data necessary to provide the necessary supplies and services within the required schedule. LM RMS is the incumbent on the current VOR/ILS Retrofit Kits Contract N00019-14-G-0019-4029.
