Description

The Naval Air Systems Command (NAVAIR) awarded a Firm Fixed Price (FFP) order under Lockheed Martin Corporate Basic Ordering Agreement N00019-19-G-0029 to Lockheed Martin Rotary and Mission Systems (LM RMS), Owego, New York, to conduct system modernization planning, to determine options for integration of the Mobile User Objective System (MUOS) capability into the MH-60R and MH-60S aircraft in support of United States Navy (USN). This effort includes the technical engineering and integration analysis activities to analyze the feasibility for MUOS integration in to the MH-60R/S aircraft. The MUOS is the USN's next generation narrowband tactical Ultra High Frequency (UHG) satellite communications (SATCOM) system, designed to improve communications for US forces. The projected period of performance is through 30 June 2022.

This action was awarded on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) under the authority permitting other than full and open competition, Title 10, U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements." LM RMS is the sole designer, developer, systems integrator, and manufacturer of the MH-60R and MH-60S aircraft and, as such, is the only source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, test equipment, experience, and technical data necessary to provide the required supplies and services.
