Background
The U.S. Air Force, specifically the 402d Software Engineering Group (402 SWEG), is seeking to enhance the operational integrity of its mission at Middle Georgia State University by implementing comprehensive automated physical security and asset protection measures within Thomas Hall.

The project aims to address existing capability gaps in automated access management and real-time threat detection, which are crucial for safeguarding technical assets and personnel.

Work Details
The scope of work includes the installation, integration, and configuration of an IP-based intrusion alarm system with Common Access Card (CAC) access points for employees. Specific tasks include:
- Installation of twenty-seven (27) motion detectors throughout the facility.
- Installation of an intrusion detection system panel in communication room A106.
- Installation of six (6) facility badge/card readers.
- Installation of twelve (12) magnetic locks.
- Installation of six (6) push button magnetic releases.
- Installation of one (1) security arm/disarm keypad.
- Installation of twelve (12) high-security switches.

All installations must comply with applicable Department of War physical security standards and technical specifications.

Period of Performance
The contract will be performed over a period not to exceed 90 days after receipt of order.

Place of Performance
Warner Robins Air Force Base / Middle Georgia State University, Macon, GA.

Bidder Requirements
Bidders must meet the following requirements: Small Business Set Aside - Total (SBA), provide two or three financial capability indicators as outlined in Section L, and possess necessary contractor licenses and bonding. Additionally, bidders must have attended a mandatory site visit held on 17 August 2026.

This is a Combined Synopsis/Solicitation issued in accordance with RFO Part 12 for the acquisition of commercial products. This announcement constitutes only the solicitation; quotes are being requested and no separate written solicitation will be issued.

Solicitation number FA857926Q0040 is issued as a request for quote (RFQ) for the Middle Georgia State University - Thomas Hall Security Install. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

Financial Capability Request: Ollerors are advised to review Section L for instructions regarding the submission of limited financial responsibility information. Ollerors shall provide any two (2) or three (3) of the financial capability indicators listed in Section L to support the Government's responsibility determination in accordance with FAR 9.104-1.

Description of requirement: To maintain the operational integrity of the mission, the Government requires comprehensive automated physical security and asset protection measures within Thomas Hall. The scope of work encompasses the installation, integration, and configuration of an IP-based intrusion alarm system with Common Access Card (CAC) access points for employees.

Price/Costs: Price(s) should be FOB Destination (Robins AFB, GA 31098). In addition to price and delivery, proposal should include your cage code, UIE number, and taxpayer ID number. The Government requests that supporting documentation be provided to allow for evaluation of commercial pricing in this upcoming requirement.

The documentation can include but not be limited to: Unredacted history of sales to non-governmental entities. Unredacted history of sales for government end use, including sales to defense contractors; and/or, if the above documentation does not exist for an item, provide a copy of an unredacted price quote issued to FA857926Q0040 government or non-government entities. If the items noted above are claimed as 'of a type' or 'minor modification' commercial items, the Government requests that supporting documentation be provided for the similar/un-modified commercial equivalent items. In this instance, please identify the basis of any adjustments made for materially different terms and conditions, quantities, and markeVeconomic factors.

No foreign participation is permitted.

Submission of a quotation in response to this RFQ is limited to contractors that attended the site visit held on 17 August 2026.
