Background
The contract is issued by the Air Force Life Cycle Management Center (AFLCMC) for the procurement of surplus parts for the F-5 aircraft. The goal of this contract is to support Foreign Military Sales (FMS) customers by providing necessary spare parts, ensuring compliance with quality, traceability, and airworthiness requirements.

4. Stability Augmentation System - PN: 836525-3, NSN: 6615002640974, Quantity: 2 Each
5. Landing Gear Control - PN: 248-15, 248-13, NSN: 1680010814068, Quantity: 1 Each
6. Control Unit Generator - PN: 976J902-6, NSN: 6110010346090, Quantity: 1 Each
7. Cable Assembly, Fire Detection - PN: 877021, NSN: 6150004183909, Quantity: 1 Each.
All items are to be delivered under a Firm Fixed Price arrangement.

Bidder Requirements
Bidders must ensure that parts are sourced from an original equipment manufacturer (OEM), an approved existing manufacturer, or a qualified distributor.
Use of aftermarket or surplus parts is acceptable only when compliant with applicable quality and traceability requirements. Additionally, contractors must have access to technical data as needed and comply with manufacturing processes outlined in the solicitation.

Incumbent Analysis (see Incumbents section for more detail)
The prior awards indicate a confirmed incumbent and/or closely related performance in procuring F-5 spare parts for FMS customers, including Tactical Air Support under FA822026CB006 ($6,060,746; 03/16/26–04/30/26) for procurement of F-5 spare parts and FA822026CB003 ($61,280; 01/16/26–04/30/26) for F-5 aftermarket parts. The current requirement to manufacture/procure multiple F-5 surplus components (e.g., windshield panel, generator, gyroscope, stability augmentation system, landing gear control, and related assemblies) appears to align with these earlier efforts supporting the same aircraft platform and FMS spare-parts supply chain.
