Background
The Naval Air Warfare Center Aircraft Division intends to enter into negotiations and award a sole-source Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) Task Orders to KIHOMAC for logistics and engineering tasks in support of the Naval Air Systems Command (NAVAIR) Metrology and Calibration (METCAL) Program's fleet readiness initiatives. The acquisition is being pursued on a sole-source basis under the statutory authority of Title 10, U.S.C. Section 2304(d)(1)(B) as implemented by 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy the agency requirements.

Work Details
Tasks include: Delivery of a Calibration Readiness Model to satisfy the Chief of Naval Operations (OPNAV) requirement for a calibration readiness prediction tool which can assess METCAL product and service funding requirements necessary to achieve OPNAV goals for Test Measurement and Diagnostic Equipment (TMDE) reliability and availability within various fleet operational tempo environments Optimized FRP (OFRP); and Delivery of a NAVAIR Metrology Requirements System to centralize and integrate current program management processes for CALSTDs allowancing, Instrument Calibration Procedure Library management, CALSTDs modernization, capability sun-setting, and geographic workload planning, to provide for visibility and control over the Program calibration support requirement.
