This was awarded as a cost-pluss fixed fee contract due to the uncertainties in pricing this effort. in selecting the appropriate contract type, the contracting officer considered the factors in FAR 16.104. In addition, the contractor's accounting system is adequate for determining costs applicable to the contract or order. Adequate Government resources are available to award and manage the risk inherent in a cost reimbursement contract, and appropriate Government surveillance during performance will provide reasonable assurance that efficient methods and effective cost controls are used. Furthermore, a cost-reimbursement contract type is suitable for use with this research and development effort because uncertainties involved in contract performance and the absence of precise specificiations do not permit costs to be estimated with sufficient accuracy to use any type of fixed price or incentive contract.
