Background
The solicitation is issued by the Indian Education Acquisition Office, which operates under the Bureau of Indian Education, part of the Department of the Interior. The Cheyenne-Eagle Butte School is located within the reservation boundaries of the Cheyenne River Sioux Tribe. The goal of this contract is to replace a malfunctioning message board at the school with a new one, ensuring it meets all applicable codes and regulations.

Work Details
The contractor will remove and dispose of the existing malfunctioning message board and install a new 6’6” x 12’3” 10mm message board, including electrical connections. Specific tasks include:
- Delivery, installation, and configuration of the new message board.
- Removal and disposal of the existing message board.
- Ensuring that the current sign base remains intact for continued use.
- Providing software training and technical assistance to school staff.
- Ensuring equipment is eligible for servicing by certified technicians in the U.S., preferably in South Dakota.
- The new message board must be capable of remote access for messaging updates from off-site locations.
- Compliance with federal, state, and local codes including Electrical, OSHA, and Fire regulations. Inspections must be conducted by certified inspectors.

Bidder Requirements
This acquisition is set-aside 100% for Indian Small Business Economic Enterprise (ISBEE) concerns. Bidders must provide an all-inclusive firm fixed price quote that covers all costs associated with the work. Contractors must have adequate resources and relevant experience in similar work. All contractor personnel must be U.S. citizens.
