Mental Health Evaluation Services

Thomas & Reed, LLC, of Indianapolis, Indiana, was awarded HS0021-22-D-0001, a $4,500,000.00 firm-fixed price Indefinite Delivery Indefinite Quantity contract for the Defense Counterintelligence and Security Agency (DCSA). The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and services necessary to perform mental health evaluations including, but not limited to substance abuse, as defined in this PWS except for those items specified as Government furnished property and services. Work will be performed at the contractor's facilities. Any resulting task order will be funded with Fiscal Year 2022 DCSA Working Capital funds. The anticipated ordering period is five (5) years from the award date. Task orders awarded under this IDIQ contract may have up to a 12-month base period plus four (4), 12-month option periods. Any task orders awarded in the last year of the ordering period may have up to a 12-month base period plus two (2), 12-month option periods. Market Research was performed by DCSA's Office of Small Business Programs (OSBP) by synopsizing the requirement on the OSBP database to small businesses. Results indicated six (6) 8(a) certified businesses that could likely meet this need. The incumbent requirement is currently in the 8(a) program, and there is sufficient evidence that an 8(a) business can meet this need. As a result, it was determined that this requirement should be a total set-aside for an 8(a) small business.
