MRBM T1/T2 Lot 3 Flight Test Support Notice of Proposed Contract Action - PreSolicitation Notice

This is a Pre-Solicitation Notice of Proposed Contract Action for a new sole source Medium Range Ballistic Missile (MRBM) T1/T2 Flight Test Support contract (HQ0859-24-R-0003) to consist of Pre-Mission Analysis, Post-Mission Analysis, Air-launch Target Preparation, and Air-launch Target Execution for MRBM Lot 3 Tails 13 18. It will also include 1) up to 83,307 direct productive labor hours for emergent TI requirements to allow Aerojet Rocketdyne (AR) Coleman Inc. (AR Coleman) to provide engineering services in response to immediate problems or needs regarding the MRBM T1/T2 Targets and 2) Program Management Office support from December 2026 to December 2035. This action is authorized by Justification and Approval No: 24-0007 that will be made available IAW FAR 6.305. The Product or Service Code is N014 and the NAICS is 336414.

The Combined Request for Information and Notice of Intent (23-MDA-11584) was published on Sam.gov on September 15, 2023, which specified the intent to issue a sole source award to AR Coleman Aerospace, Inc., 7675 Municipal Drive, Orlando, Florida under statutory authority 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1(a)(2)(iii) Only one responsible source and no other supplies or services will satisfy agency requirements . This effort is currently being performed on contract HQ0147-14-C-0001 at Orlando, Florida and Cape Canaveral Space Force Station (CCSFS) and is awarded to the prime contractor AR Coleman on October 31, 2013, for a base quantity of six (6) and option quantity of twelve (12) MRBM Type 1/Type 2 target vehicles.

This notice is not a request for proposals and is not a small business set-aside. This action will result in a new sole source contract to be kingfe to post this either his specific work. Thta not to the level of detail that i awarded no later than December 30, 2025, which is necessary to allow for continued support of critical MRBM test missions. Any information received as a result of this notice will be considered solely for enhancing competition in a future competitive procurement. The Government will not pay for information submitted. All responses must be received no later than April 24, 2024, 10:30 am, central time and should be submitted to Ms. Anita Stanford, Contracting Officer at anita.stanford@mda.mil.
