Background
The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) is seeking proposals for Non-Intrusive Inspection (NII) Medium Energy Mobile Systems through RFP 70B03C26R00000030. The goal is to enhance CBP's capabilities in inspecting cargo conveyances for contraband, including illicit drugs and weapons. This contract aims to provide effective and efficient inspection systems that can operate in both stationary and mobile modes, ensuring high levels of scrutiny at ports of entry (POEs).

Work Details
The contract involves the procurement of approximately 100 Medium Energy Mobile Systems (MEMS) over a five-year period. Key specifications include:
- Operational capability in temperatures from -30°C to 50°C (-22°F to 122°F), with objectives extending to -40°C to 60°C (-40°F to 140°F).
- Independent power source capable of running for at least 24 hours.
- System operation with three operators in mobile mode and two in stationary mode.
- Real-time imaging with a maximum delay of three seconds during scans.
- Integration of License Plate Reader (LPR) systems with a capture rate of 99.5% (threshold) and 100% (objective).
- Optical Character Recognition (OCR) systems for container numbers with similar accuracy metrics.
- Capability to scan vehicles up to 120 ft in length, with throughput of at least 20 conveyances per hour.
- Safety features including collision sensors, emergency stop switches, and radiation safety measures.

Period of Performance
The anticipated contract will have a five-year ordering period.

Place of Performance
The systems will be deployed at various CBP ports of entry located throughout the United States.
