This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this requirement is 36C24725Q0270 and is hereby issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-02 and VAAR Update 2008-37. The North American Industry Classification System Code (NAICS) is 562211, Hazardous Waste Treatment and Disposal with a Small Business Size Standard of $47M.

The award will be firm fixed price. The basis of award shall be made utilizing Best Value - The offer deemed more advantageous to the Government. Non-price factors are all evaluated on an acceptable/unacceptable basis. To be considered technically acceptable all offerors must receive a satisfactory rating for all factors. Offers not deemed technically acceptable will be removed from further consideration of the contract award.

This action is being executed as a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concern. Per VAAR clause VAAR 852.219-11(b)(1) VA Notice of Total Veteran-Owned Small Business Set-Aside, and in accordance with 38 USC 8127(d) Veterans First Contracting Program and VAAR 852.215-70 Service-Disabled Veteran-Owned and Veteran-Owned Small Business Evaluation Factors. Offerors must be listed on the VETBIZ website as an SDVOSB or VOSB and System for Award Management System (SAM) and completion of Reps and Certs in the SAM system prior to award at www.sam.gov for consideration.

Background
The Department of Veterans Affairs (VA) is issuing this solicitation for Medical Waste Removal Services for the William Jennings Bryan Dorn Veterans Affairs Medical Center (WJB Dorn VAMC) located in Columbia, South Carolina.

The VA's mission is to provide high-quality healthcare services to veterans, and this contract aims to ensure the safe and compliant disposal of regulated medical waste generated by the medical center and its associated outpatient clinics. This procurement is specifically set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) as part of the Veterans First Contracting Program.

Work Details
The contractor shall provide all labor, vehicles, equipment, travel, and materials necessary for transporting and disposing of regulated medical waste from the Columbia VA Health Care System, including the WJB Dorn VAMC and various Community Based Outpatient Clinics (CBOCs).

Key tasks include:
1. Providing reusable plastic containers that meet all regulatory requirements for storage and transport of medical waste.
2. Supplying red bags/liners for general medical waste and yellow bags/liners for chemotherapy waste.
3. Maintaining a supply of emergency cardboard boxes, red bags, and tape at the WJB Dorn location.
4. Ensuring compliance with all environmental regulations during waste collection and disposal.
5. Performing scheduled pickups at designated locations between 8 AM and 2:30 PM on weekdays.
6. Furnishing a Certificate of Destruction after processing waste through sterilization or incineration.
7. Providing a manifest for each pickup day detailing the types and weights of medical waste collected.
8. Collecting waste from WJB Dorn weekly and from CBOCs bi-weekly, with provisions for increased frequency in emergencies.

Period of Performance
The period of performance for this contract begins on May 11, 2025, and ends on May 10, 2026, with options to extend for four additional one-year periods.

Place of Performance
The primary place of performance is the William Jennings Bryan Dorn Veterans Affairs Medical Center located at 6439 Garners Ferry Road, Columbia, South Carolina 29209. Additional locations include outpatient clinics in Anderson, Florence, Greenville, Orangeburg (two locations), Spartanburg, and Sumter in South Carolina.
