This is a request for quotation (RFQ) for medical screening services issued only to holders of VA Schedule Contract 621 I, Professional and Allied Healthcare Staffing Services. The previous draft of this RFQ is completely replaced by this FORMAL RFQ.

This solicitation is for medical screening services in accordance with this request for quotation (RFQ) and the statement of work (SOW). The Government intends to evaluate quotations and award a Task Order without discussions with offerors, but reserves the right to conduct discussions if the Contracting Officer determines them to be necessary. Quotations from suppliers who do not hold a VA Schedule Contract 621 I, Professional and Allied Healthcare Staffing Services, will not be considered for evaluation or award.

The source selection for this acquisition will utilize an advisory down select process with a two phased approach.

In Phase One, contractors will be evaluated on their corporate experience. Offerors who believe they are well suited to complete the mission as described in the SOW will submit responses to be evaluated.

These responses will then be evaluated and quoters will be advised by the CO, based on their Phase One evaluation results, whether or not they should proceed to Phase Two of the evaluation process. This will be a soft advisory, providing the contractor the choice of whether or not to proceed to the next phase.

In Phase Two, contractors will then be given the ability to respond to the Technical Capabilities requirements and have price factors evaluated.

Phase One quotations must be sent to Kirk Hunt at kirk.w.hunt@cbp.dhs.gov and recieved by 5 PM EST on August 17, 2022.

Quotation documents must be compatible with Microsoft Word, or Excel, or Adobe Acrobat. Documents must not exceed A maximum of 5 pages for Volume I. Documents must not exceed a maximum of 25 pages for Volume II. NAICS 561320, size standard $30.0 million, applies to this procurement.

The Government intends to evaluate quotations and award a Task Order without discussions with offerors, but reserves the right to conduct discussions if the Contracting Officer determines them to be necessary. The offeror's initial quotation should contain the offeror's best price and delivery, plus include a complete and concise technical quotation.

This requirement will receive a best value evaluation, per the evaluation section of the RFQ. The Government intends to award a contract or contracts resulting from this solicitation to the responsible offeror whose quotation represents the best value after evaluation in accordance with the factors and subfactors in the solicitation.

Award will be made to the responsible offeror whose quotation provides the combination of criteria offering the best overall value to the Government. Award may be made to other than the highest technically evaluated offeror. Award may be made to other than the lowest priced offeror.

Contractor questions regarding this RFQ must be received at kirk.w.hunt@cbp.dhs.gov by 5 PM EST on 8-5-2022 to be considered.

Contractor Phase One quotations must be recieved by 5 PM EST on August 17, 2022.

Contractors are advised that background investigation (BI) applicants currently receive 30 days to respond to a communication from the Electronic Questionnaire for Investigations Processing (e-QIP). For a contract resulting from this solicitation, the Government is changing the requirement to 72 hours or 3 days after receipt of an e-QIP invite. All other forms that are returned for corrections at any stage of the background investigation must be corrected and returned within 24 hours.

Background

Work Details
The Contractor shall fulfill the requirements identified in this Statement of Work (SOW) through the implementation of the medical key tasks outlined in the below categories. Specific duties and responsibilities of contract staff, based on position, are detailed within this SOW and Appendixes. Appendixes shall continue to be fine-tuned as the maturity of this contract continues, policy and directives change, etc.
All SOW and Appendix changes shall be coordinated between CBP and the Contractor and once agreed too, shall be updated via a Modification.
