5-4-2023, FR2 and FR3 Defibrillators (See Category 2 Tab of Pricing Matrix) have been discontinued by the manufacturer (Phillips). Accessories related to FR2 and FR3 Defibrillators on the pricing matrix are intended for the maintenance of existing DHS equipment and stock.

Offerors are allowed, but not required, to provide pricing and availability for these items, which will be excluded from any "minimum coverage" considerations. There is no penalty or advantage related to pricing and availability for these items.

Due to edits to the pricing matrix spreadsheets (attached), the closing date and time for quotations is extended to Monday, May 8, 2023 at 2 PM Eastern. Offerors that did not quote against Category 2 do not need to re-submit their quotations. DHS does not intend any further extensions to the closing date and time. -Kirk Hunt, Contracting Specialist

Medical/Dental/Surgical Supplies and Equipment

The Department of Homeland Security (DHS) and its organizational components require medical supplies for federal personnel who perform emergency medical services for its operational and pandemic mission-critical needs. The required items are grouped into four categories: general medical supplies, AEDs and heart monitors, medical supply kits, and clinical/dental supplies. The DHS organizational components and subcomponents that require these supplies include:

  • U.S. Customs and Border Protection (CBP)
  • Immigration and Customs Enforcement (ICE)
  • Homeland Security Investigations (HSI)
  • Enforcement and Removal Operations (ERO)
  • Federal Emergency Management Agency (FEMA)
  • Federal Protective Service (FPS)
  • Transportation Security Administration (TSA)
  • U.S. Coast Guard (USCG)
  • U.S. Secret Service (USSS)

Delivery locations will be restricted to the continental United States (CONUS).

The NAICS code applicable to this acquisition is 339113 - Surgical Appliance and Supplies Manufacturing, which has a size standard of 750 employees.

It is anticipated that a firm-fixed-price, five-year, multiple-award Blanket Purchase Agreement will be established using simplified acquisition procedures.

It is anticipated that a Request for Quotations (RFQ) will be issued via the System for Award Management (SAM) as a partial small business set-aside with two categories set aside for small businesses (the AED-heart monitor and medical supply kit categories) and two categories unrestricted (the general medical supply and clinical/dental supply categories).

The Government will award BPAs resulting from the solicitation to the responsible quoters whose quotes conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Quoters will be permitted to compete at the product category level, allowing successful quoters to be awarded a BPA under one or more of the four categories.

One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements, as determined at the order level.

All responsible sources may submit a quotation which shall be considered by the agency.

In order to be considered for award, vendors must be registered in the System for Award Management (SAM) at www.sam.gov. Vendors not already registered in SAM are strongly encouraged to register as soon as possible.

Background

Work Details
The solicitation is for medical supplies including general medical supplies, AEDs/cardiac monitors, and clinical/dental supplies. The solicitation includes a statement of work defining the requirements of the Department of Homeland Security in establishing multiple department-wide blanket purchase agreements (BPAs) for medical supplies.
