Medical Case Reviewer Services for the Vaccine Injury Compensation Program (VICP)/ Countermeasures Injury Compensation Program (CICP).

Background
The Health Resources and Services Administration (HRSA) is issuing this solicitation for medical-expert services and medical reviewer/case management support for the National Vaccine Injury Compensation Program (VICP) and the Countermeasures Injury Compensation Program (CICP).
The goal of this contract is to support the litigation process, including the defense of petitions filed against the Secretary of Health and Human Services (HHS). This solicitation will remain open until August 24, 2026, with the expectation of establishing Blanket Purchase Agreements (BPAs) with qualified vendors during this period.

Work Details
The Contractor shall provide medical-expert services and medical reviewer/case management support for VICP and CICP. The services include:
1. Medical expert witness services at a rate of $375 per hour for MDs or DOs.
2. Medical case reviewer services at rates of $175 per hour for MDs or DOs, and $125 per hour for PhDs or other non-medical degrees.
3. In-person testimony may require reimbursement for travel time at $150 per hour, along with travel and per diem expenses as per Federal Travel Regulations.
4. Deliverables must be accompanied by delivery tickets containing supplier name, BPA number, date of purchase, purchase number, itemized list of supplies/services furnished, quantity, unit price, extension of each item, and date of delivery/shipment.
5. The BPA allows issuance of Firm Fixed Price (FFP), Time and Material (T&M), and hybrid FFP/T&M Call Orders with a minimum order threshold ranging from $125 to $375 and a maximum BPA value of $7.5 million.

Period of Performance
The period of performance for this agreement shall be one 12-month period commencing on the date of establishment of the parent BPA.

Place of Performance
The contract will be performed at locations specified by HRSA's Office of Acquisition Management and Policy in Rockville, MD.
