The attached RFQ and all of its attachments are in draft and will be finalized in the next few days. CMS is releasing the RFQ in draft as to give potential offerors enough time to react to the RFQ timely. CMS has a need for IT professional services to assist CMS with the design, development, and implementation of several products that support adjudication and data collection for state Medicaid and Children Health Insurance Program (CHIP) financial programs, collectively known as the Medicaid and CHIP Financial (MACFin) product. Additionally, CMS is seeking operation and maintenance support of MACFin and associated legacy system, Medicaid and CHIP Budget and Expenditure (MBES/CBES). CMS seeks ongoing product enhancements and IT Operations and Cloud Management using DevOps and DevSecOps practices to MACFin and associated MBES/CBES legacy system to support additional needs and legislative mandated changes.
The Center for Medicare and Medicaid Services (CMS) is seeking comprehensive IT support services for the Medicaid and CHIP Financial (MACFin) system. The purpose of this acquisition is to design, develop, and implement products that support adjudication and data collection for state Medicaid and CHIP financial programs. CMS also requires ongoing maintenance and operation support for MACFin and the associated legacy system, Medicaid and CHIP Budget and Expenditure (MBES/CBES). The timeframe of the acquisition is from August 29, 2022, to August 28, 2027, with multiple option periods. The place of performance will be determined by CMS. The contractor must have expertise in policy, requirements, and technical knowledge to complete the migration to MACFin while continuously enhancing the existing products.

The primary objectives of MACFin include ongoing operations and maintenance support for MACFin and MBES/CBES, enhancement of MBES/CBES until all functionality is migrated to MACFin, continuous development of MACFin based on product owner priorities, and continuous improvement of service design for Medicaid & CHIP financial operations. The contract performance objectives include retiring legacy systems efficiently, providing help desk/training support, optimal use of cloud resources, establishing a collaborative working culture with stakeholders, proactive identification of security issues, monitoring resource utilization in real time, minimizing escaped defects in development, ensuring code compliance with coding standards, conducting usability testing and user research, ensuring accessibility compliance, successful build and deployment into staging environment, and providing accurate documentation.
