Description

Objective: The objective of this requirement is to destroy media that consists of CD-ROMs, floppy disks, VHS tapes, and DLT Tapes using certified methods per the CUI Notice 2019-03-Destroying Controlled Unclassified Information or DODI 5200.48- Controlled Unclassified Information, Section 4.5. All media will be handled and classified as Controlled Unclassified Information (CUI) per DODI 5200.48, Section 4.5 B, all CUI should be unreadable, indecipherable, and irrecoverable. Upon completion, a certificate of destruction must be produced. See Statement of Work (SOW) for further details.

Period of Performance: Completion date shall be no later than 120 days after date of award.

Place of Performance: Defense Supply Center Richmond (DSCR) located at 6090 Strathmore Rd., Richmond, VA 23237 Richmond, Virginia.

Evaluation Method: Lowest price that meets the technical requirements in the Statement of Work (SOW).

Background
The Defense Logistics Agency (DLA) is issuing this contract to address the urgent need for the destruction of various types of media, including CD-ROMs, floppy disks, VHS tapes, and DLT Tapes. The objective is to ensure that all media is destroyed using certified methods in compliance with the Controlled Unclassified Information (CUI) guidelines as outlined in CUI Notice 2019-03 and DODI 5200.48.

The current disintegrator equipment is non-operational, leading to a backlog of media that poses a risk of unauthorized access to sensitive information. This contract aims to properly dispose of nine gaylords of media items to mitigate this risk.

Work Details
The contractor shall perform the following tasks:
- Destroy all media using certified methods:
1. Single-Step Method: Utilize cross-cut shredders that produce particles measuring 1mm x 5mm or smaller, or pulverize/disintegrate using devices equipped with a 3/32 inch security screen.
2. Degaussing of magnetic media.
3. Sanding of components as necessary.
4. Total physical destruction of components or media.
- Maintain chain of custody until destruction has been completed.
- Provide a Certificate of Destruction that includes the time, date, method, and quantity/weight of each type of media destroyed.
- Ensure that any remains leaving the site are documented on a C&D Waste Management Form and obtain a signed receipt from the disposal facility on this form.

Period of Performance
