The Public Diplomacy Section, U.S. Embassy San Salvador, seeks a qualified contractor to design, produce, and implement a comprehensive media campaign in support of the 250 Years of American Excellence initiative. This 2026 campaign will commemorate the 250th anniversary of U.S. independence, highlight U.S. innovation and leadership, and reinforce the strong partnership between the United States and El Salvador.

The selected contractor will be responsible for creating a high-impact campaign that uses both traditional and non-traditional advertising channels to reach diverse audiences across El Salvador. Services must be provided in Spanish. The contractor must be able to respond flexibly to urgent requests with minimal notice.

Total Budget: Proposals must not exceed $90,000, inclusive of all creative design, production, media buys, and associated costs.

Background
The Public Diplomacy Section of the U.S. Embassy in San Salvador is seeking a qualified contractor to design, produce, and implement a comprehensive media campaign for the '250 Years of American Excellence' initiative. This campaign aims to commemorate the 250th anniversary of U.S. independence, highlight U.S. innovation and leadership, and reinforce the strong partnership between the United States and El Salvador.

Work Details
The contractor will be responsible for creating a high-impact media campaign that utilizes both traditional and non-traditional advertising channels to reach diverse audiences across El Salvador. Services must be provided in Spanish and include:

1. Media Campaign Strategy and Proposal Development: Create a comprehensive proposal aligned with the campaign theme, including key messages, audience targeting, timelines, and measurement tools; present creative concepts for approval before production.

2. Creative Design and Production: Develop visuals, graphics, and messaging suitable for multiple formats; produce high-quality advertising materials such as billboards, street banners, posters, bus art, murals or public space activations, and digital display ads.

3. Media Buying and Placement: Identify and secure high-visibility advertising locations nationwide; coordinate placement schedules for various media types; integrate campaign placements with digital and social media promotion.

4. Monitoring and Evaluation (M&E): Track advertising reach, frequency, engagement; provide pre- and post-campaign reports including audience impact analysis and recommendations for future initiatives.

Period of Performance
Pre-planning stage from October 1, 2025 to January 31, 2026; implementation of the campaign throughout the calendar year 2026 (March to September).

Place of Performance
American Embassy San Salvador, Final Blvd. Santa Elena, Antiguo Cuscatlan, La Libertad, El Salvador.
