This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information
in FAR Subpart 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services. Orders will be
placed under the Master Blanket Purchase Agreement (BPA) in accordance with the BPA terms and conditions.
This combined synopsis/solicitation SHALL be posted on both Contract Opportunities (https://sam.gov/) and NECO
(https://sso.navsup.navy.mil/).
This is a Request for Quotations (RFQ).
The solicitation number is N0018926QZ030.

The proposed contract action is for commercial Products. The NAICS code is 339999 and the Size Standard is 550 (no. of
employees). A firm-fixed-price (FFP) type contract is contemplated. Rates will be fixed at the Master BPA level and
applied at the order level.
This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-06 and DFARS Change
Notice 11/10/2025. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk - Pentagon Directorate intends to
solicit a competitive 100 percent total small business set-aside using the simplified acquisition procedures for certain
commercial products and services at FAR Subpart 13.5. The proposed acquisition is for Medals and Ribbons in support of
Navy Personnel Command (NPC), located in Millington, TN. This action will result in the award of a Blanket Purchase
Agreement (BPA) with an ordering period covering the period 31 January 2026 through 30 January 2027 with four (4)
one-year option periods and one 6-month option period IAW 52.217-8.

The Government will consider information received by the specified response date. All responsible sources may submit a
quote, which shall be considered by the agency. Information received as a result of this notice of intent will normally be
considered solely for the purpose of determination whether to conduct a competitive procurement. A determination by the
Government not to compete this proposed procurement action based upon responses received is solely within the
discretion of the Government. The Government will not pay for information submitted in response to this notice.

Performance information: The anticipated ordering period under the resultant BPA is 31 January 2026 through 30 June
2031. Please see the attached Statement of Work (SOW) for the anticipated period of performance (subject to change).

officer to be necessary for this acquisition and consistent with customary commercial practices.

Background
