Description

Background
The Military Sealift Command (MSC) is conducting market research for the Strategic Sealift Program Office to gather information regarding the availability and pricing of clean, U.S. or foreign-flagged, double-hull tankers. The primary mission of these vessels is to transport clean petroleum in support of the Defense Logistics Agency - Energy.

Work Details
The contract involves providing a tanker capable of carrying a minimum capacity of 135,000 BBLS of JP8 within designated cargo tanks with double-valve isolation. The vessel must meet specific characteristics: it should be less than 20 years old, with those exceeding 15 years enrolled in a classification society’s condition assessment program rated 2 or better.

Additional requirements include a maximum length overall (LOA) of 210 meters, maximum deadweight tonnage (DWT) of 45,000 MT, maximum draft of 8.5 meters when loaded with JP8, and a maximum loading arm height of 15.6 meters. Interested parties must provide company information including name, unique entity identifier, contact details, and small business status; as well as vessel details such as name, Q88 form, description (flag, speed, range), cargo capacity, stowage plan, lump sum charter rate and demurrage.

Period of Performance
The laydays for the charter are set to commence on December 4, 2026 and cancel on December 5, 2026.

Place of Performance
The intended loading port is St. Theodori, Greece and the intended discharge port is Mersin, Turkey.

Bidder Requirements
Bidders must indicate their business size (small or large), provide details regarding possible subcontracting opportunities if applicable.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior tanker voyage charter work under contract N3220526P5041, awarded to Overseas Sun Coast for $2,502,950 during 12/30/25–02/14/26. The prior award is described as a “TANKER VOYAGE CHARTER-MEDITERRANEAN,” which aligns with the current requirement for a med tanker voyage charter to transport JP8 in designated cargo tanks for MSC/Defense Logistics Agency support. The short, defined voyage charter period and Mediterranean routing context suggest the current effort may be a continuation or follow-on charter arrangement.
