The purpose of this posting to synopsize the "Measure and Instrument Development and Support" (MIDS) effort. The MIDS supports the development and use of clinical quality measures which remains a critical healthcare priority and the tool of choice for improving quality of care at the national, community and facility levels. The MIDS Indefinite Delivery, Indefinite Quantity (IDIQ) contract provides a vehicle to objectively evaluate and promote quality of care within the Federal quality reporting programs by aligning with the Measures Management System (MMS) Blueprint, a comprehensive and structured process for developing and maintaining evidence-based clinical quality measures.
The nature of highly technical work requires the expertise and services of qualified personnel, facilities, equipment, materials, and supplies not otherwise provided by the government, as needed to perform quality measurement program support activities. Measures program support, measures development, revision, and/or maintenance of assessment instrument data items, data collection vehicles, and quality measures implementation (and their corresponding manuals, public outreach and coordination of data elements and measures with other MIDS contractors) comprise the fundamental activities under the IDIQ contract.
The requirements under the Measure and Instrument Development and Support (MIDS) are critical in support to develop outcome, process, structural, cost, and composite quality measures suitable for endorsement by a consensus endorsement entity and reflective of quality care across populations and settings, including, but are not limited to, psychiatric hospitals, ambulatory care services, physician providers, accountable care organizations, nursing homes, home health agencies, hospice programs, long-term care hospitals, in-patient rehabilitation facilities, PPS-exempt cancer hospitals, acute care hospitals, and ambulatory surgical centers. Its purpose is also to support the collection of data that could be used to trend quality related to patient care for those patients that receive services across settings, as well as other uses related to cross-setting analysis.
Background
The solicitation is for a Measure and Instrument Development and Support (MIDS) contract to develop outcome, process, structural, cost, and composite quality measures suitable for endorsement by a consensus endorsement entity and reflective of quality care across settings. The purpose is to support the collection of data that could be used to trend quality related to patient care for those patients that receive services across settings, as well as other uses related to cross-setting analysis.

Work Details
The contract is a multiple award indefinite delivery indefinite quantity (IDIQ) contract with provisions for pricing arrangements including cost-plus-fixed-fee (CPFF), firm-fixed-price (FFP), time and materials (T&M), and labor hour (LH). Specific tasks and/or work to be performed will be detailed in individual Task Orders issued under this IDIQ contract.
The minimum MIDS IDIQ amount is $1,000 over the life of the contract, and the maximum ceiling across all MIDS Contracts shall not exceed $1.6 Billion over the life of the contract.
The anticipated period of performance is from September 4, 2018 through September 3, 2023.
