FEDERAL EMERGENCY MANAGEMENT AGENCY MEALS FOR SURVIVORS REQUEST FOR INFORMATION
The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Logistics Management Division, Distribution Management Division, Supply Chain Integration Branch, requires to identify and assess industry capabilities to provide disaster meals in support of emergency response and steady-state operations within the Continental United States (CONUS) and Outside the Continental United States (OCONUS). The information collected will be used to support contingency planning, requirements development, and operational readiness assessments related to mass feeding operations during natural disasters, humanitarian assistance, and other emergency response scenarios.

This is Request for Information (RFI) is issued solely for information gathering purposes to identify sources that can provide support for the Supply Chain Integration Branch. In accordance with FAR 15.201(e), RFIs may be used when the Government wants to obtain price, delivery, other market information, and capabilities for planning purposes. Responses to these RFIs are not offers and cannot be accepted by the Government to form a binding contract. This RFI shall not be construed as a commitment by the Government for any purpose, nor does it restrict the Government to an ultimate acquisition approach. Respondents are solely responsible for all expenses associated with their RFI response. Respondents will not receive additional information in response to their submittal to the RFI and will not be notified of the resulting market research.

Interested contractors shall submit their RFI responses electronically to Danyelle Wilcox, Contracting Officer, at Danyelle.wilcox@fema.dhs.gov and Danielle Sweetney, Contract Specialist, at Danielle.Sweetney@fema.dhs.gov no later than 3:00PM Eastern Standard Time (EST), March 27, 2026. Questions regarding this RFI are due no later than March 16, 2026.

Background
The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Logistics Management Division, Distribution Management Division, Supply Chain Integration Branch, requires to identify and assess industry capabilities to provide disaster meals in support of emergency response and steady-state operations within the Continental United States (CONUS) and Outside the Continental United States (OCONUS).

The goal is to support contingency planning, requirements development, and operational readiness assessments related to mass feeding operations during natural disasters, humanitarian assistance, and other emergency response scenarios.

Work Details
FEMA must have the capacity to provide meals for up to 3.5 million survivors for 72 hours; a total of 33.1 million meals as a requirement of the Federal Interagency Operational Plan (FIOP).

The contractor shall deliver various meal types during steady state and disaster response operations. The mandatory meal types include:
1. Reduced Sodium Meals
2. Survivor Daily Rations

These meals must have a shelf life ranging from 30-36 months from the date of manufacturing. Optional meal types include:
1. Commercial Meals with a shelf life of 30-36 months remaining upon delivery
2. Reduced Sodium Meals with a shortened shelf life ranging from 9-29 months remaining upon delivery
3. Survivor Daily Rations with a shortened shelf life ranging from 9-29 months remaining upon delivery
4. Commercial Meals with a shortened shelf life ranging from 9-29 months remaining upon delivery.

The contractor is also responsible for submitting in-transit tracking information to the Government.

Period of Performance
The IDIQ period of performance shall be one Base Year (12 months) and four Option Years (12 months each).

Place of Performance
Deliveries will be made throughout the 48 contiguous states (CONUS), other than contiguous states (OCONUS), and U.S. territories.
