1. INTRODUCTION

REQUEST FOR INFORMATION ONLY. The purpose of this posting is to notify industry of an RFI. The Multi-Domain Sensing System (MDSS) is a family of capabilities intended to address Army deep sensing requirements by providing airborne sensors that support Multi-Domain Operations (MDO), including Large Scale Ground Combat Operations (LSGCO), and fill sensing gaps for Indicators and Warnings, Long-Range Precision Fire (LRPF) targeting and Situational Understanding. MDSS requirements focus on six capability areas: Platforms; Sensors; Integrated Intelligence, Fires, Electronic Warfare, Cyber and Mission Command; Processing, Exploitations, and Dissemination (PED); Data Transport; and Cyber and Electromagnetic Spectrum (EMS) Resiliency.

Project Director Sensors-Aerial Intelligence (PD SAI) develops, acquires, fields and supplies life cycle support to modernized, integrated, tactically relevant aerial Intelligence, Surveillance, and Reconnaissance (ISR) sensors while leveraging National capabilities, as well as provide for the processing, exploitation and dissemination (PED) of Intelligence products to support the warfighter with actionable intelligence in the right place, right time, and at the best value for our Nation. In other words, the team is responsible for purchasing intelligence sensors (think cameras watching people/things, communications intelligence - listening to things, etc) that go onto aircraft and UAVs to monitor and provide surveillance on areas to protect our soldiers.

THIS IS NOT A NOTICE OF Request for Proposal (RFP) ISSUANCE. Responses to this request are voluntary and will not affect any contractor's ability to submit a proposal if, or when, an RFP is released for a future effort. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. It is issued to invite industry to share their thoughts with the Government on the subject topic.

No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this request.

Information received will not be considered confidential/proprietary unless marked accordingly. Company proprietary data will be reviewed by Government employees and authorized representatives only. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. No award will be made as a result of this request. This request is for informational purposes only to promote exchanges of information with industry in accordance with Federal Acquisition Regulation (FAR) part 15.201. The Government will not pay for any information and/or materials received in response to this request for information and is in no way obligated by the information received.

3. RESPONSE INSTRUCTIONS

Responses related to this Government issued RFI are due no later than 05 August 2024, 4:00pm (est) in the form of a white paper.

Background

Work Details
The High-Altitude Platform – Deep Sensing (HAP-DS) Request for Information seeks industry information on small form factor sensors that can support MDSS HELIOS / HAP-DS microHAB platform SWaP constraints. The RFI focuses on Small Form Factor (SFF) ELINT, COMINT, and RADAR sensor technologies for microHABs weighing under 15 lbs with power and communication equipment provided by the platform. The RFI aims to gather information on state-of-the-art ELINT, COMINT, and/or RADAR sensor capabilities that can be integrated on a microHAB platform.
Interested parties are requested to provide a white paper response detailing high altitude sensor performance/capabilities, technology readiness levels of available solutions, recommended sensor configurations, SWaP-C alignment, upgrade/enhancement plans to address deficiencies/deviations/gaps in meeting stated Government requirements, summary matrix addressing sensor related performance parameters, projected cost estimates, manufacturing capabilities for all sensors, and ability to execute sensor performance verification via chamber, lab and/or flight test.
