MDA Award to the University of Rochester Laboratory for Laser Energetics   2

Background
The Missile Defense Agency (MDA) is awarding a modification to the University of Rochester Laboratory for Laser Energetics (LLE) in Rochester, New York. This contract modification, valued at $34,914,959, increases the total contract value from $14,999,266 to $49,914,225. The purpose of this contract is to enhance the base period scope and add two six-month option periods.

The MDA's mission involves developing advanced technologies for missile defense systems and ensuring the effectiveness of these systems against various threats.

Work Details
The contractor will define and conduct tests to collect anchoring data to benchmark and verify physics-based pulsed laser lethality modeling. The models, simulations, and lethality toolsets developed will support analysis against a variety of Department of Defense (DoD) threats across ground, sea, air, and space domains.

Upon government direction, models of relevant threats and threat support systems shall be combined with trajectories to inform a full continuity lethality and military utility picture. Specific tasks include:
- Conducting special studies and executing phenomenology experimentation including test planning, setup, experimentation, and analysis.
- Providing expertise and infrastructure that includes configuration management of facilities and associated hardware/software efforts.
- Utilizing LLE’s unique laser facilities for advanced research in pulsed lasers which are essential for fundamental research on laser-plasma interactions.
- Supporting the MDA’s goals through extensive testing in various configurations to anchor physics-based models.

Period of Performance
The period of performance for this contract is from May 31, 2023 through May 30, 2028.

Place of Performance
The work will be performed in Rochester, New York.
