MCSC Multi Channel Handheld Pre-Solicitation Notice   5

This document serves as a notice of intent to sole source as well as a sources sought/RFI. In accordance with FAR 6.302-1, the Marine Corps Systems Command seeks to include objective requirements for waveforms developed by Trellisware Technologies, Inc. (Trellisware ), 16516 Via Esprillo #300, San Diego, CA 92127, in the Multi-Channel Handheld (MCHH) Performance Specification. The Government seeks to acquire the Warrior Robust Enhanced Network (WREN) Tactical Scalable Mobile Ad-Hoc Network (WREN TSM) and WREN Narrow Band (WREN-NB) waveforms through the MCHH contract. As envisioned, the MCHH contract will be competitively awarded to a radio manufacturer whose proposed solution is capable of porting DoD certified waveforms from the DoD repository onto their proposed radios. The WREN-TSM and WREN-NB waveforms are two such DoD repository waveforms that are included in the current solicitation as objective requirements, but will become threshold requirements during the resulting contract's performance period. Incorporating WREN-TSM and WREN-NB into their solution may require the successful offeror to coordinate an agreement with Trellisware for its portion of the waveform, and provide the Government with the associated software licenses. The Government is also seeking any information from vendors who believe they are capable of meeting the listed requirements within the RFI.
