The primary purpose of this requirement is to provide a range of professional programmatic support services to the major directorates within the MCICOM Headquarters such as logistics services program support, information technology program support, operations support, planning support, government and external affairs support, facilities program support, and enterprise content management support. Work will support MCICOM Headquarters located in Arlington, VA/Washington, D.C., but will also include support to the MCICOM regions located at Marine Corps Base Quantico, Virginia, Marine Corps Base Camp Pendleton, California, and Marine Corps Base Camp Butler, Okinawa Prefecture, Japan. The MCICOM Headquarters serve as the buying office and administrator for this procurement.This competitive acquisition will result in the award of multiple Indefinite-Delivery/Indefinite-Quantity (ID/IQ) contracts which the Government will award Firm Fixed-Price (FFP) task orders in accordance with Federal Acquisition Regulation (FAR) Subpart 16.5 - Indefinite Delivery Contracts. A portion of this acquisition is set-aside for small business in accordance with FAR Subpart 19.502-4. The contracts will have a five (5) year ordering period. The North American Industry Classification System (NAICS) code for this acquisition is 541611 ? Administrative Management and General Management Consulting Services, with the corresponding size standard of $24.5 million.

Background
The Marine Corps Installation Command (MCICOM) is the single authority for all Marine Corps Installations Matters, exercising command and control of Regional Installation Commands, establishing policy, exercising oversight, and prioritizing resources to optimize support to the Fleet Marine Forces and tenant commands.
The focus is on enabling Regional Commands and their bases and stations to generate, deploy, employ, sustain, and recover ready forces while taking care of Marines and their families.

Work Details
The contract requires professional services support including logistics support, installations communications program support, operations support, MCICOM Defense Program Review Initiative (DPRI) support, planning support, government and external affairs support, facilities support, information and task management support.
The work includes deliverables such as quarterly status meetings and task order deliverables.
Key personnel requirements are outlined along with conditions of employment, period of performance, place of performance, insurance requirements, security regulations, security clearances, equipment available for contractor use, travel reimbursement details, reimbursement for other direct costs (ODC), dependent education requirements for overseas performance in Japan and Korea.

Period of Performance
The ordering period of the basic Indefinite Delivery Indefinite Quantity (IDIQ) contract is five years beginning on the period of performance start date identified in the delivery schedule. The dates in the delivery schedule are estimated and are subject to change depending on when the contract award(s) are made.

Place of Performance
The performance will take place at various locations including Japan and Korea as specified in individual task orders.
