MCC - Water and Sanitation Consulting Services - MRAS

The Millennium Challenge Corporation (MCC), an independent U.S. government agency, is dedicated to reducing global poverty through economic growth. It achieves this by providing time-limited grants that promote economic growth, reduce poverty, and strengthen institutions in developing countries. These investments focus on core infrastructure and policy reforms, significantly impacting nearly 270 million people across 46 countries and five continents. MCC's strategic approach not only complements other U.S. and international development programs but also fosters an enabling environment for private sector investment.

Currently, the General Services Administration (GSA) is conducting market research on behalf of the MCC to identify potential contractors capable of providing Infrastructure Consulting Services within the Water & Sanitation sector. This initiative aligns with MCC's broader mission of advancing America's economic and strategic interests through results-driven foreign assistance. The primary goal is to support large-scale infrastructure projects and strategic reforms that deliver measurable returns, benefiting both the partner countries and U.S. taxpayers by expanding commercial opportunities for U.S. businesses while reducing competitors' influence.

The scope of work involves collaborating with selected countries to develop proposals that prioritize sustainable economic growth and poverty reduction within the Water & Sanitation sector. The consulting services will support these countries in identifying their priorities through broad consultations with civil society, developing comprehensive programs reflected in compacts that outline responsibilities, measurable objectives, targets for progress assessment, financial accountability measures, transparency standards, and fair procurement practices.

MCC provides three types of grants: Compacts large five-year grants for eligible countries; Concurrent Compacts for Regional Investments grants promoting cross-border economic integration; and Threshold Programs smaller grants focused on policy reform in countries nearing eligibility criteria compliance. Through these programs, MCC ensures rigorous monitoring via regular reporting from accountable entities like Millennium Challenge Accounts (MCAs) and periodic site inspections to ensure effective implementation and achievement of desired outcomes.
