MCBCB AOR Grounds Maintenance and Landscaping Services

Background
The solicitation is for Marine Corps Base Camp Blaz (MCBCB) Areas of Responsibility (AOR) Grounds Maintenance and Landscaping Services. The Contractor is required to provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services outlined in the Performance Work Statement (PWS) at U.S. Naval Activity Marine Corps Base Camp Blaz, Mason Live Fire Training Range, Skaggs Urban Combat Range, South Finegayan, North Ramp, Munitions Storage Area III (MSA III), and other areas within Andersen Air Force Base, and other military installations and facilities supported by the Camp Blaz Public Works Department on the island of Guam, or other locations within the Mariana Islands and outlying areas supported by this installation performance-based contract that is comprised of both Recurring Work and Non-Recurring Work Items.

Work Details
The work includes grounds maintenance and landscaping services at various locations including Marine Corps Base Camp Blaz (MCBCB), Navy Support Andersen (NSA) and Andersen Air Force Base (AAFB). The contract pricing is structured into 12 Contract Line Item Numbers (CLINs) covering the base period and four one-year option periods. The contract term is for one year with the potential for extension up to five years if all options are exercised. The contractor is required to submit a phase-in transition plan, manage workforce, implement a Quality Management System (QMS), and adhere to inspection and acceptance terms.

Period of Performance
The estimated start date is 01 June 2024. The initial contract term of performance is for one year. The entire duration of the contract if all options are exercised is five years (60 months). There are four option periods and each option period has a term of performance of one year (12 months).

Place of Performance
The work will be performed at Marine Corps Base Camp Blaz (MCBCB), Navy Support Andersen (NSA) and Andersen Air Force Base (AAFB). Services may also be provided at other locations on the Island of Guam and facilities located at other islands in the Marianas chain including Rota, Tinian, and Saipan.
