Background
The Department of the Navy (DON) is modernizing its aging infrastructure to improve the quality of life for warfighters. This initiative aims to address the degradation of facilities due to poor environmental conditions, structural deficiencies, and outdated systems.

The goal is to modernize over $6 billion of the barracks portfolio using advanced manufacturing and Industrialized Construction (IC) methods to deliver high-quality, energy-efficient, and resilient facilities that align with operational tempo and strategic readiness goals.

Work Details
The contract involves the design, manufacturing, logistics, construction, and commissioning of new barracks at MCB Camp Pendleton, CA. The project encompasses approximately 655,957 square feet across 10 buildings. Specific tasks include:
- Construction of four Bachelor Enlisted Quarters (BEQs), each with 401 rooms (totaling 253,382 SF), requiring repair by replacement including demolition of existing structures.
- Construction of three BEQs, each with 261 rooms (totaling 174,470 SF), also requiring repair by replacement including demolition.
- Construction of three BEQs, each with 361 rooms (totaling 228,105 SF), similarly requiring repair by replacement including demolition.

Period of Performance
The contract will be performed over a specified period following the award process which includes multiple phases from white paper submission to potential follow-on production agreements.

Bidder Requirements
Bidders must demonstrate relevant experience in advanced manufacturing and IC methodologies by providing verified examples of at least three completed IC commercial building projects within the last ten years, each valued at a minimum of $150 million.

Preference will be given to those who have managed multiple large-scale projects exceeding $300 million in aggregate value. Bidders must also show capability in managing comprehensive design and construction processes while maintaining quality control.
