This notice is a presolicitation notice for the U.S. General Services Administration (GSA), Public Buildings Service, Central Office Region. This notice is not a solicitation announcement, and this notice is not a request for proposal or related documents.

The General Services Administration (GSA), Public Buildings Service (PBS), Central Office (00), intends to issue a Request for Proposal (RFP) for a single Firm Fixed-Price Contract for new construction services for the Department of Homeland Security - U.S. Customs & Border Protection Office of Air & Marine, Boquer n, Cabo Rojo, Puerto Rico.

The work to be performed under the terms of this contract include, but is not limited to, new marine support administrative building, boat maintenance/storage hangar, exterior vehicular parking spaces, outdoor lighting, as well as physical security equipment and infrastructure, including but not limited to, CCTV, Intrusion Detection System, Perimeter Security Fencing and Secure Entry.

The property is located on a parcel of land measuring .27 acres (1062 square meters) and located in the Balneario de Boquer n in Cabo Rojo, PR. The proposed project area is managed by the Puerto Rico National Parks Program leased to CBP on a long term basis. Access to the boat dock/ramps is located on the east side of the property entering the body of water, Ca o Boquer n , a large naturally protected harbor.

The New Marine Facility will be constructed in a parcel land with a flat topography and classified as a flood hazard zone. The site is bordered on the north by the Department of Natural and Environmental Resources (DNER) Ranger Corps, on the south by the Puerto Rico Joint Forces of Rapid Action (FURA), on the east by a protected coastal lagoon, Ca o Boquer n, and on the west by facilities of the Balneario de Boquer n (Public Beach) and Vacation Center.

This requirement will be issued as a Total Small Business Set Aside. The North American Industry Classification System (NAICS) code for this requirement is 236220 - Commercial and Institutional Building Construction; small business size standard is $39.5 million.

The selection process will be conducted in accordance with FAR Part 15 source selection procedures. The solicitation is anticipated to be issued on, or around, June 15, 2022. A pre-proposal meeting will be conducted, the date and time to be set-forth in the solicitation package. Interested firms are encouraged to attend the pre-proposal conference. The solicitation closing date will be between 30 - 45 days after the issuance of the solicitation package. The actual date and time will be identified in the solicitation. All information, amendments, and questions concerning this solicitation will be electronically posted at the government point of entry (GPE) website: http://www.SAM.gov.

The period of performance for this project is anticipated to be 549 calendar days after GSA issues the notice to proceed.

The magnitude of construction for this project is between $5,000,000 and $10,000,000.

Interested firms must be registered in the System for Award Management (SAM). Firms may register via the Internet site at https://www.sam.gov or by contacting the SAM Service Desk at http://www.fsd.gov. Interested firms are required to submit their representations and certifications through the SAM website.

The solicitation and associated information will be available from the SAM site mentioned above. No telephone and email requests will be accepted. This solicitation is not a sealed bid and there will not be a formal public bid opening. Offerors will not be reimbursed for proposal submittal expenses. Award is subject to the availability of funds.
