Background
Marine Forces Reserves is seeking a contractor to provide a MAVEN Field Service Representative (FSR) to support mission-critical outcomes. The goal of this contract is to ensure timely and accurate deliverables while adhering to Department of Defense (DoD) cybersecurity standards.

Work Details
The contractor will be responsible for the following tasks:

1. Timeliness of Deliverables: All deliverables and reports must be submitted on or before agreed schedule dates, with an acceptable quality level of 100% on-time submissions or within 5 business days of the approved date.

2. Technical Accuracy & Quality: Code, pipelines, ontologies, and documentation must be complete, validated, bug-free, and adhere to DoD cybersecurity STIGs, with no more than 3 minor substantive defects per release and zero critical unmitigated security vulnerabilities.

3. Rapid Solutioning Velocity: Agile execution from operator whiteboard concept to initial working prototype deployed on real data is required, with prototypes delivered within established sprint windows (typically 5 to 10 business days).

4. Organic Knowledge Transfer: High-quality training must be delivered with comprehensive runbooks enabling Marines to independently operate tools, achieving at least 90% positive feedback in training surveys and delivering comprehensive runbooks for all fielded tools.

5. Compliance with Directives & Cybersecurity: All development and system activities must comply strictly with DoD, Department of the Navy (DON), and United States Marine Corps (USMC) cybersecurity directives and STIGs, ensuring zero unauthorized data spills and 100% adherence to Risk Management Framework (RMF) controls.

6. Staffing Continuity & Key Personnel: The contractor must maintain continuous embedded presence without unexcused personnel absence or unapproved gaps, allowing no more than a 3-week gap in support due to personnel substitution.

Bidder Requirements
Bidders must meet the Hubzone Set-Aside (HZC) status requirement. Additionally, bidders should have relevant experience in providing field service representatives for similar contracts, possess necessary security clearances as required by DoD standards, and demonstrate capabilities in agile development methodologies.
