Description

The requirement is to perform sampling and monitoring for hazardous materials, management of stormwater, removal of fire-related debris, and completion of required plans and reports for approximately 3 residential Tax Map Keys (TMKs) (see Attachment 2 for a list of all TMKs). In addition, the Contractor shall perform Hazard Site Assessments (HSAs), sampling and monitoring for hazardous materials, and removal of fire-related Household Hazardous Material (HHM) and Bulk Asbestos Material (BAM) debris from approximately 2 TMKs in Lahaina that the EPA deferred from Phase 1 to 2, and completion of required plans and reports for authorized properties (see Attachment 2 a list of the deferred TMKs). In addition, operate, maintain and close the TDS site to be used for all Maui Wildfire Contractors (Residential, Commercial and Public) until final disposal per Federal, State and local regulations. Upon completion of operation and maintenance, the contractor shall maintain the TDS site in a caretaker status until the County provides a final disposal site at Central Maui Landfill.

Background
The U.S. Army Corps of Engineers (USACE), Pacific Ocean Division, Honolulu District (POH) is seeking to award a sole-source follow-on service contract to ECC Constructors LLC for the operation, maintenance, and closure of a Temporary Disposal Storage (TDS) site in Lahaina, Maui, Hawaii.

This contract is part of the ongoing post-wildfire response efforts in Maui County following significant wildfire damage. The estimated contract value is $145 million and will utilize Federal Emergency Management Agency (FEMA) Disaster Relief funds.

Work Details
The contractor will perform the following tasks:

- Operate and maintain the TDS facility at the old Olowalu Landfill;
- Remove residential and commercial debris to the TDS facility;
- Install an interim geosynthetic TDS cap;
- Transfer approximately 400,000 cubic yards of debris from the TDS to a final disposal site;
- Close out the TDS;
- Conduct Private Property Debris Removal (PPDR) services for approximately 84 single-unit and eight multi-unit properties;
- Perform demolition and ingress/egress route evaluations;
- Conduct Hazardous Site Assessments (HSAs);
- Assess hazardous trees;
- Sample and monitor hazardous materials;
- Remove fire-related Household Hazardous Material (HHM) and Bulk Asbestos Material (BAM);
- Provide post-debris removal services including confirmation sampling, rescrapes, backfill, and final Best Management Practices (BMPs);
- Improve ingress/egress routes on approximately 13 properties;
- Remove hazard trees from approximately 402 trees;
- Provide final parcel clearance data for approximately 92 properties;
- Excavate and reburial of historical human remains;
- Generate geospatial data for approximately 92 properties; and
- Submit quarterly summary reports along with a final cultural resource report per FEMA's Archeological Treatment Plan.

Period of Performance
The estimated performance period for the services associated with TDS operations is 12 months, beginning by August 1, 2024. The performance period for transferring debris from the TDS facility is expected to take three to six months upon completion of the final disposal site.

Place of Performance
The contract will be performed at the old Olowalu Landfill in Lahaina, Maui, HI.
