Background
This justification for other than full and open competition is prepared by the National Aeronautics and Space Administration (NASA) Information Technology Procurement Office (ITPO).

The goal of this contract is to establish a sole-source Single-Award Blanket Purchase Agreement (BPA) with The MathWorks, Inc. for software and services that are critical to NASA's research, engineering, and mission operations activities.

Work Details
NASA requires the establishment of a BPA with MathWorks to provide proprietary mathematical computing software licenses, software maintenance, and associated technical support necessary for ongoing and future NASA research and engineering activities.

The BPA will enable NASA to procure:
- New and renewal licenses for MATLAB, Simulink, and related MathWorks toolboxes.
- Software maintenance and updates, including access to new releases, patches, and security updates.
- Vendor-provided technical support necessary to maintain operational continuity and mission readiness.

The BPA will provide access to MATLAB, Simulink, and associated toolboxes required for modeling, simulation, data analysis, algorithm development, system design, verification and validation, as well as flight and ground systems analysis. These products are utilized across multiple NASA Centers in support of aeronautics research, space exploration, science missions, and mission assurance activities.

Period of Performance
The period of performance for this BPA will be five years.

Place of Performance
The contract will be performed at various NASA Centers.

Incumbent Analysis
This opportunity appears to have a confirmed incumbent and/or closely related prior contract with The MathWorks, Inc. under NASA’s existing IDIQ/blanket arrangement (80NSSC21D0001) awarded at $32,725,324 for 11/01/20–04/30/26, covering agency-wide procurement of MATLAB/Simulink licenses and associated toolboxes, along with software maintenance and vendor technical support across multiple NASA centers. The prior work includes ongoing license renewals and maintenance support (e.g., multiple task orders extending through 2025–2026), which aligns with the current BPA’s focus on acquiring new and renewal MATLAB/Simulink licenses, maintenance/updates, and technical support for continued research, engineering, and mission operations use.
