Amendment 0002 reflects a change to the FFP Pricing Spreadsheet and extends the submittal date to 06 July 2023. See attached amendment.

Amendment 0001 reflects a change in the PWS and to attach the questions and answers to this solicitation.

Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN) requires logistics support services to perform maintenance and repair actions, transportation movement, administrative support and external painting on shipboard and shore-based Material Handling Equipment (MHE) and Shipboard Mobile Support Equipment (SMSE). Units affected are identified via established Type Commander (TYCOM) 18-Month Heavy Maintenance Programs, inducted for overhaul via Modified Service Life Extension Program (MOD-SLEP) or COTS Restoration Modification (RESTO-MOD), on-hand contingency pool assets (cyclicmaintenance), and those requiring on-site services at commands throughout the Tidewater area.

Background
Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN) requires logistics support services to perform maintenance and repair actions, transportation movement, administrative support, and external painting on shipboard and shore-based Material Handling Equipment (MHE) and Shipboard Mobile Support Equipment (SMSE). The units affected are identified via established Type Commander (TYCOM) 18-Month Heavy Maintenance Programs, inducted for overhaul via Modified Service Life Extension Program (MOD-SLEP) or COTS Restoration Modification (RESTO-MOD), on-hand contingency pool assets, and those requiring on-site services at commands throughout the Tidewater area.

Work Details
The contractor is required to perform cyclic maintenance, preventative maintenance, unscheduled maintenance, overhaul programs, external painting of MHE/SMSE, and transportation movement. The contractor is responsible for furnishing all work, management, supervision, labor, parts, and materials necessary to ensure effective and efficient performance of all functions identified throughout this requirement that comprise this PWS. The contractor shall provide Subject Matter Experts with the ability and experience to conduct overhaul analysis, maintenance, and repair on widely diversified and specialized MHE/SMSE onboard naval vessels. The contractor is expected to employ industry best practices and manage the work and their workforce per federal regulations and the terms set forth in this contract.

Period of Performance
The contract will be performed over a period of five years for the main services with an additional six-month option period for some specific services.

Place of Performance
The performance of the contract will primarily take place at Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN), MHE Branch, Code-501, Building W-127 located on Naval Station Norfolk. Additionally, scheduled preventative maintenance services and responses to trouble calls for area customers will be dispatched from the MHE Branch office and conducted on-site at customer facilities unless otherwise requested by the Contracting Officer's Representative or Technical Assistant.
