This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested in response to this notice and a written solicitation will NOT be issued. This solicitation is being issued as a Request for Quote (RFQ) # 246-24-Q-0153. Submit only written quotes for this RFQ. This solicitation is 100% SMALL BUSINESS SET ASIDE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03. The associated NAICS code is 812199. Evaluation: FAR 52.212-2 Evaluation -- Commercial Items (completed as follows):

(a) The Government will award a firm fixed price Purchase Order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, with Technical and past performance being more important than price. The following factors shall be used to evaluate offers:

Background
The Department of Health and Human Services, Indian Health Service, is seeking to contract massage therapy services for the Clinton Service Unit (CSU), including Clinton/El Reno/Watonga Indian Health Center’s (CIHC/EIHC/WIHC). The purpose of this contract is to provide massage therapy services for eligible Native American patients registered for services at the CSU facilities, an outpatient federal facility that provides ambulatory care. The contractor support is required to meet the CSU’s mission.

Work Details
The contractor shall provide a minimum of three part-time massage therapy services at the CSU facilities, no less than 3 days per week, 8 hours per day minimum. Services include evaluating neuro-musculo-skeletal systems, designing treatment programs, providing on-going treatment and re-evaluations, utilizing appropriate manual skills and modalities, conducting patient visits for chronic pain management, coordinating services with the patient’s primary care provider, documenting all visits in the Electronic Health Record (EHR), and performing all required training timely for HIPPA and computer access.
The contractor shall also adhere to CSU dress code policy and perform special assignments as requested.

Period of Performance
The period of performance is a base plus an additional four option years.

The geographic location(s) where the contract will be performed include the Clinton Service Unit facilities.
