Description

1. AFLCMC/HNJK requests you submit a quote to provide the items identified in the Bill of Materials (BOM). The Government intends to award one (1) award to an Offeror whose quote is determined to be the Lowest Price Technically Acceptable (LPTA). The awardee also shall not be listed on the Supplier Performance Risk System (SPRS) restricted list. Technical acceptability will be met if the Offeror quote provides all the items identified in the BOM. Your quote shall be in the Government BOM format, NO SUBSTITUTIONS SHALL BE ACCEPTED. The BOM submitted with your quote will be included as an attachment to the Delivery Order. Contractors will be notified if their submission does not include a Government BOM. 2. To qualify for award, the Offeror and its products must not be listed on the Supplier Performance Risk System (SPRS) restricted list. See 10 of U.S.C.2339a(a)(1), DFARS subpart 239.73, the provision at DFARS 252.239-7017, Notice of Supply Chain Risk, and contract clause at DFARS 252.239-7018, Supply Chain Risk. Additionally, this order will receive a DO-A7 rating. 3. If the Offeror believes the requirements in the Government BOM contain an error, omission, or require revision for some other reason, the Offeror shall notify the Contracting Officer (CO), in writing with supporting rationale within three (3) days of receipt of this RFQ. The Government will evaluate the Technically Acceptability for the proposed revision(s) to determine whether it is the same as the requested item(s). Non-Conformance with these instructions may result in rejection of your quote. 4. Any resulting Delivery Order will be in accordance with the Terms and Conditions set forth in the 2GIT BPAs. Including additional Terms and Conditions in your quote may make your quote un-awardable. 5. IAW FAR 8.405-4, the Government seeks a price reduction for this effort. 6. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. 7. The quote shall be valid for sixty (60) days. The Offeror shall note this on the quote. 8. Offerors are reminded that the Government reserves the right to award this effort based on the initial quote, as received, without exchanges with offerors, or not to make an award at all if considered to be in the best interest of the Government. If during the evaluation period, it is determined to be in the best interest of the Government to have exchanges with an Offeror, the Offeror will be notified by the Contracting Officer (CO). The purpose of exchanges may be to correct minor errors and deficiencies or to gain an understanding of aspects of a quote. The Government may ask questions either orally or in writing, and may issue questions to some, none, or all Offerors. The Government will consider the correction potential of quotes in determining the content and extent of questions and Offerors with whom exchanges may/will be conducted. 9. 2GIT BPA holders interested in this RFQ shall submit to the AFLCMC/HNJK Contracting Officer (CO) an assessment of potential or actual Organization Conflict of Interest (OCI) issues, if any related to this RFQ. OCI issues include, by may not be limited to: - the inability to render impartial assistance or advice to the Government; - the inability to objectively perform contract work; - or the unfair competitive advantage created by current or previous contractual efforts with the Government An Offeror shall provide a mitigation plan should an OCI be identified. Prior to award, the Contracting Officer will review the submitted mitigation plan and make a determination as to whether the plan adequately meets the issues and provides adequate protection to both the Offeror, and the Government. 10. Offerors are advised that members of the Quote Evaluation Team (QET) may include contractor support from Odyssey Consulting and Booz Allen Hamilton (BAH). 11. Prospective Offerors are notified that the clause at AFFARS 5352.201-9101 Ombudsman (OCT 2019) is applicable to this action. The AFLCMC Ombudsman is Col Sean Tucker (Primary). Target date for questions is 12:00PM EST 12 September 2022. Questions received after the target date may not be answered. 14. Quotes are due by 4:00PM EST 15 September 2022. Quotes arriving after this date and time will NOT be considered by the Government. Quotes shall be submitted electronically with notification to the Contracting Officer, Capt Drew Rontti, and the Contract Specialists, Mr. Gregory Sarantakis, and Mr. Kennedy Waruhiu.
