Description

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Marshall Space Flight Center's (MSFC) solicitation entitled, Marshall Operations Systems, Services and Integration (MOSSI II). The principal purpose of this requirement is to maximize International Space Station (ISS) ground systems infrastructure and operational capabilities, reduce risk, and minimize the United States ISS operations costs.

NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The small business size standard of 1,250 employees is tied to the exception noted in footnote 11(D) of the U. S. Small Business Administration Table of Small Business Size Standards Matched to North American Industry Classification System Codes which provides the following: Research and Development for guided missiles and space vehicles includes evaluations and simulation, and other services requiring thorough knowledge of complete missiles and spacecraft.

This competitive acquisition will result in a cost-plus-award-fee (CPAF) contract for both the core mission and indefinite-delivery, indefinite-quantity (IDIQ) components. The contract will have a total potential period of performance of 98 months, including a 90-day firm-fixed-price phase-in period, a 23-month Base Period, and six 12-month option periods. The anticipated contract award/effective date is July 22, 2022. The contract will be performed onsite at NASA MSFC, Johnson Space Center (JSC), and Kennedy Space Center (KSC). Potential offerors should pay close attention to all solicitation instructions.

Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.215-1, Instructions to Offerors Competitive Acquisition, in particular paragraph (f)(4) which discusses the Government's right to award a contract without discussions. This Request For Proposal (RFP) does not commit NASA MSFC to pay any proposal preparation costs, nor does it obligate NASA MSFC to procure or contract for these services. This request is not an authorization to proceed, and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.

Proposals submitted in response to this solicitation shall be due no later than September 09, 2021, 2:00 p.m. Central Time. In accordance with NFS 1815.201(f), a Blackout Notice has been issued to NASA personnel. All inquiries/communications pertaining to this acquisition shall be directed only to the Contracting Officer listed below. Background

The anticipated contract award/effective date is July 22, 2022.

Work Details
The MOSSI II contract includes providing ground systems and operations services necessary to meet the requirements delegated to the Payload and Mission Operations Division (PMOD) within the Human Exploration Development and Operations (HEDO) Office located at the Marshall Space Flight Center (MSFC). The scope of the contract includes innovations and improvements that meet NASA goals and/or result in cost savings and efficiencies. It covers International Space Station (ISS) payload operations and ground systems, Space Launch Systems (SLS), test, launch, and flight operations, ground systems to support test, launch, and flight operations, Near Earth Asteroid (NEA) Scout flight operations and ground systems, Delay Tolerant Network (DTN) protocol variants definition, prototyping, and testing.
The contractor will also perform phase-in activities for a period not to exceed the 90 days necessary to assume full responsibility by the effective date of the MOSSI II contract.
